Question: I plan on applying to a California State university and I have grandparents living in California. I would like to use their address to apply as it would lower my tuition costs, but I currently live in Colorado. Will I be able to use my grandparents address in my application? Definitely NOT!!
No, check any UC residency questionnaire, even if you have a divorce situation and one parent lives in Ca and even if that parent is paying your tuition, you won't be a resident for tuition purposes. The only exception is if a kid is at boarding school, then you might get around it.

Also, if you apply to a CC in CA or even a CSU, many will let you become a resident after one year there, if you follow all the other rules, but a UC will NOT let your one year of residency be established if you are taking more than 6 units of schooling.

You could go live in CA and establish your own residency, but that too is tricky
