<p>If you have a US passport, then you are a US citizen or national, correct? This makes you a non-international student for US colleges and universities (which is good when applying to US colleges and universities), but does not necessarily give you California (or any other state) residency (if you do not have such residency, then you would have to pay higher non-resident tuition and get worse financial aid at state schools).</p>
<p>You probably have to dig through a lot of fine print about California residency rules to find out if you have or can get California residency.</p>

<p>This student can apply for federal funding based on his US visa, Mom is an immigrated citizen, but from what I understand, he has completed his JR year of high school in Vietnam. He came for a visit to the US and has just returned to Vietnam to complete his Senior year in Vietnam. If I have read the threads correctly, that’s what I am assuming. </p>
<p>So the student can apply for Federal funds but will be considered OOS for tuition purposes in California. The parents live in Vietnam-so I am assuming that they are not paying California taxes but they will be providing expense money. The uncle lives in the US and will be providing housing. </p>
<p>The student needs to get a better score on the TOEFL and increase his SAT scores.</p>
<p>^ Yup. Since he was a minor when his mom became a citizen, though, he automatically became one too & doesn’t need a visa.</p>
