can international students apply to combined degree programs?

I am an international student (Canadian Permanent Resident).
I was wondering if international students can apply to SUNY's combined degree program for Bs-DDS (dental). </p>

<p>Does SUNY Buffalo only accept in state students for dental school?
If they do accept internationals, how hard is it to get accepted?</p>
