Can interviews and essays make a real difference?

I would love to go to Dartmouth, but I don't think my stats are high enough (95 GPA). I was wondering if I really act mature, disciplened, and motivated, show them I really want to go to Dartmouth, show them I am passionate about my major (probably biology), show them I am thinking about the future, show them I work hard, and show them I have done my Home work researching the school (during the questioning period), could I have a better chance getting in then some one with higher stats (like 98.5 GPA).

Yes.
A really compelling essay can make all the difference.
Keep in mind though, that someone with a 98.5 average might also be really mature, motivated, disciplined, etc.
If you're interested in biology, sign up for research programs, summer study, etc.

...as if a gpa 3 points higher would make all the difference. Yes, an essay that blows any others out of the water can significantly make your application shine. Such an essay gives your application character, which is much needed as to dispel any notion of a one-dimensional study bug.

I think mine did. My GPA was lowish (6.3 out of 7), but I wrote a very good essay, and at the admitted students' reception in DC my interviewers apparently told my dad how much I'd impressed them. I had pretty good scores and activities too, of course, but I absolutely think the essay and interview helped me get in, and I doubt I would've received this letter without them.
