Can it help to have high SAT AND ACT scores?

I score about the same on both the SAT and ACT practice tests. I've taken the SAT and received 2150. I've scored a 31 on two ACT practice tests. Should I take the ACT just so I can submit both scores? Would it look good if I submitted good SAT and ACT scores or would it not matter? Would they just look at one of them?

Many colleges say they will look at the score that is highest [basically convert your ACT score to an SAT score and look at the higher of the two]. Since your scores look to be about the same, it is a waste of time and money (IMO) to take the ACT. But if you think there is a chance that you will score significantly higher (33+?), then go for it.
