Can someone explain this difference?

<p>(E) Moving on to other topics, the editors abandoned the dispute. </p>

<p>I narrowed to (B) and (E), but I still don't know why (B) is incorrect. Why putting 'by' in front of the sentence changes the meaning? </p>

<p>The “by” is unnecessary. The SAT asks tons of questions like this.</p>

<p>Swimming through the water, the fish…
Typing the last page of his book, the author…</p>

<p>It always starts with an -ing word and the second part of the sentece agrees with the subject</p>
