I was wondering if a student receives the Buckeye scholarship at Ohio State can it be only used for tuition or can it be put towards housing too?
Not sure I’m following your question. The scholarship is less than the total amount of out-of-state tuition. Were you thinking that if the scholarship was more than than the cost of tuition that the balance could be applied to housing? From my experience, the Buckeye scholarship is simply applied as a credit to your total bill (including housing and tuition).

Based on this statement from the OSU website, I believe that as long as the total amount of the scholarships do not exceed the Cost of Attendance you will be fine. If the money from other sources/scholarships plus the Buckeye scholarship exceed the cost of attendance It seems the Buckeye amount would be reduced.

Note: Federal regulations require that external scholarships be considered part of a student’s overall financial aid package, which cannot exceed the cost of attendance. Once a payment from an external scholarship is applied, your financial aid package may be revised to include the amount of the scholarship.
Although since the Buckeye is a merit based award, not a need based award, it’s not clear if or how that statement would apply. I’d suggest contacting the Financial Aid office at OSU to get a definitive response.
Also any grants or scholarships that exceed tuition, fees and books are taxable income to the student.
But with the higher standard deduction of $12,000 they might not actually have to pay taxes on it.
