<p>If the SIM card is a pay-as-you-go kind, yes she can keep it to use the phone number and when she is in France, stop by an Orange dealer and see if she can add more money to it. Perhaps the SIM card already has some minutes left (she can also find that out at the Orange dealer) and there's no need to reactivate.</p>
