The Coast Guard is launching a criminal investigation into the discovery this summer of two nooses found in the sea bag of a black Coast Guard Academy cadet and in the office of a white faculty member at the New London, Conn., campus, a Coast Guard official said Tuesday.

The investigation follows two administrative inquiries that did not reveal any potential suspects in the crimes, said Chief Warrant Officer 2 Dave French, an academy spokesman.

On July 15 a black third class cadet aboard the training barque Eagle found a noose inside his sea bag. On Aug. 2, a female diversity instructor found a noose on the floor of her academy office during a break in instruction....

Very unfortunate incident. The culprit(s) should "man up" and step forward and resign.

I do want it known that as a CGRIT Prep they have been handling this very well I feel. There was an article that appeared in the newspaper The Day a week or so ago alleging that the academy was sweeping this under the rug. However the academy was never contacted for questioning by the paper. They addressed the issue onboard the eagle and were still currently holding training for cadets concerning this issue. Until the last incident involving a staff member in the Civil Rights department happened. It is extremely unfortunate that we still have to deal with this at all in this day, however it is still something we are dealing with. The Officers onboard the Eagle addressed the issue in the morning after the noose was discovered. I don't believe that at the time it was something that necessarily needed to be made public. The cadet that found the noose in their bag also felt that is was addressed properly. That in and of itself says the most about the way the situation was handled. Even as a prep in New Mexico at NMMI I have received correspondence regarding this issue in my email with all of the relevant articles pertaining to this sad issue. As a matter of fact, just this morning in my fourth period class which is mostly Coast Guard Preps, this matter was discussed by us. The discussion was started by my CPO that is currently stationed here with us and my faculty adviser. It was also discussed on Tuesday in the same class with different cadets. I do want it known that this is an issue the Academy is actively dealing with on all fronts. They are not sweeping this under the rug and they are certainly not ignoring it. I know none of this has been accused on this board yet but there is currently articles out there saying that is what is happening. Just pray that this discrimination stops and that the culprit is caught. They are taking the necessary steps to try to ensure this does not happen again.

Very well said HB.

Thank you. I just wanted to give my personal opinion of this situation before anything got misconstrued. I know no one on these boards are out to hurt anyones reputation. I just want the facts known. My mom at home in Montana heard something about this before I had a chance to tell her and its a sad issue. Even as an educated mom her facts were not completely straight as wherever she was receiving her news was presenting the story as if the case from 2005 was still a part of this. Not that it couldn't be but, however there is no factual evidence for that.

At least four nooses have been discovered by Coast Guardsmen at various times in the past year, the head of the service revealed Thursday, two more than Coast Guard officials earlier acknowledged.

Coast Guard Commandant Adm. Thad Allen said on CNN that this summer’s two most recent noose discoveries — which have prompted a criminal investigation and heavy denunciations from him — followed the earlier discovery of two other nooses....

Racial bigotry has no place in the Coast Guard and those who commit acts of harassment will be held accountable, the service’s top officer said Thursday.

Speaking before the students and faculty at the U.S. Coast Guard Academy in New London, Conn., to address the discovery this summer of two nooses left for academy personnel, Allen said such behavior is antithetical to the service’s ethos and humanitarian mission....

Our son told us everyone was very upset at these incidents and that this is not indicative of tbe atmosphere at the academy. The cadets appreciate the diversity of their classmates and really hate that all the good things they are experiencing is overshadowed by one or perhaps a few morons. These kids are so supportive of each other its sad that this is what gets everyones attention.

NEW HAVEN, Conn. — An investigation has failed to determine who left nooses last summer for a black Coast Guard Academy cadet and an officer conducting race relations training, U.S. Coast Guard officials said Tuesday.

Fifty agents from the Coast Guard Criminal Investigation Service, the Navy Criminal Investigative Service and the FBI spent more than 2,500 hours conducting 226 interviews and reviewing more than 13,000 e-mails. Officials said it was one of the most extensive Coast Guard investigations ever.

No one confessed to or reported witnessing the incidents....

The Coast Guard is investigating the March 27 discovery of a noose aboard a 110-foot patrol boat Nantucket in South Florida, a top service spokesman said, the latest in a series of such incidents to plague the service.

The crew of the cutter found the noose tied into the end of a line attached to a Stokes Litter — a basket used to lift injured people into helicopters — while the litter was stowed, said Coast Guard spokesman Cmdr. Jeff Carter. He said officials don’t know yet whether the noose represented a threat or if it was just someone practicing knots, but the Coast Guard “takes this very seriously.”

An outside investigator has joined with 7th District commanders to look into the incident, Carter said.

The noose was discovered two weeks after investigators at the Coast Guard Academy said they could not determine who had left a noose in a black cadet’s seabag aboard the school’s sailing barque Eagle in July. They also have not determined who left one in August on the office floor of a white academy instructor who conducted race relations training.

Carter said the incidents have given the Coast Guard a “heightened awareness” that led to the reporting of the noose aboard the patrol cutter. Coast Guard Commandant Adm. Thad Allen visited the academy in October and told the cadets that he wouldn’t stand for “symbols of racism” in the Coast Guard.
