Your grades and ACT * are not * far below average. Your ACT is within the mid 50% range. Many students have been accepted with 3.5 GPA, if you took the most rigerous classes.
How many APs have you taken? A 3.5 GPA having taken numerous APs is different than a 3.5 GPA with few or no APs. On the common app questionnaire, will your guidance counselor state you took the most rigorous curriculum?

What is you class rank? Your definition of pretty bad might not be accurate.

You have many factors working in your favor: URM, first generation, low-income, overcoming financial and family issues, and males are accepted at almost twice the percentage as females.

All the best.
