Chance him!

My friend has a 3.42 (well above average) and is expecting about a 1300 on his GRE. He doesn't have a lot of research experience. He will graduate from a good Canadian university (McGill) with a degree in Microbiology and Immunology.

His picks for virology grad are:

Berkeley
University of Pennsylvania
Duke
Washington University

I've recommended Wisconsin-Madison or Illinois Urbana-Champaign as a reasonable 5th choice. He's looking to make the move to a better funded (not necessarily more prestigious) research oriented university. If there's an interview I'm sure he'll do very well, he's intelligent and likable!

So yeah, if anyone would be kind enough to chance him, it would be greatly appreciated!

UW Madison is a particularly difficult micro program as far as admissions go. Probably even more so for an international student. In fact all of the schools you have mentioned are great for microbiology but may be a stretch for someone who "doesn't have a lot of research experience". Perhaps he needs to take some time off after college to get research experience or at very least, make a reality check on his qualifications as compared to others at these top schools.

He has a green card! :)
