Chance Me for ED Penn Reapplication?

Hi, I’m on a gap year and I have no clue as to where I stand as of now.

International Student - South Asian.

ACT: 35 - single sitting, SAT 1: 1540 - single sitting (given in gap year), SAT 2: 2390 w/ 790 in Chemistry, GCSEs: 8As, 1B, A-Levels: 5As w/ some As Studying 2 more ALs at my HS in my gap year and will be giving the exams in a year.

Academic Achievements: Some decent honors in languages, USAMO standing in my country (top 50/high honors), scholarships throughout my A-Levels & in my gap year. Some school achievement stuff like honor’s list etc.

ECs: Some strong ECs in HS, mostly social work. Founded about 3 projects which lasted for about 2 years each. Leadership position at one organization and worked at another for 3 years. In my gap year, did some activities related to my new prospective major, Environmental Studies/Engineering/Science. Also worked two jobs.

Essays: Main essay about my coming out to my mother during my gap year. Pretty heartfelt - related it to hardships of being raised a single child by a single mother. Add Info about my love for comedy. I think they’re both good.

Recs: Counselor Rec and Chemistry teacher rec pretty good. The rec by my Further Math teacher, not so sure, but I did get an A* when he predicted an A for me so…

Please chance me for reapplication to Penn ED, Harvard, Princeton, Stanford, Dartmouth, Amherst. First-time application for Williams, UChicago EA, Bates, Middlebury, CalTech (lol), Kenyon.

It is always difficult for an international students with a lot of financial needs to get into top US colleges. Hate to say, You may broaden your search and include some lower tier schools, or even universities in your own country.

Can you recommend any low tier schools that can meet high financial needs? As far as I know, the lower you go, the less the chances of any aid coming your way. As for the unis I’ve mentioned, do you feel it’s completely impossible or just a long shot?
