One section of the SAT is not going to make or break your application. At some of the schools you’ve indicated, you don’t apply to departments or colleges that deal with a particular discipline (as in the UK) you apply to the University as a whole. For Rice Columbia and Cornell, obviously you will apply to the engineering college (and for Berkeley they will look at your preparation for engineering)… but for the others as an UG you will just be applying to the university; you will have a place to indicate an interest or proposed major, but they are not going to be evaluating you in that way. The 690 is not ideal but the rest of your application is strong. I know a girl who was accepted last year to every college she applied to including Yale, MIT, Caltech, Swarthmore, Stanford and a whole bunch of others I don’t remember. Her SATs were 780/680/760.
A strong showing on the SAT II math will definitely work to make the 690 even less important.

You have a chance at Berkeley if you are not applying for aid. Rice is a high match to me(reach if asking for aid).As for other schools, financial aid are generally not a huge problem, but there are reaches for anyone. Still, make yourself shine through essays and other intangibles - other aspects do matter in highly selective colleges.
