Do you debate on the national circuit? Because if you don’t, then the 1st/2nd place doesn’t mean a lot. Also depends on the type of debate too- there are two top ranked policy coaches @ UNC.
GPA seems kind of low for OOS
Yes I do Policy Debate many of the medals were on the National Circuit yes but some were not
Does UNC-CH publish any information about # of OOS applications versus number of OOS students accepted? I realize something like 80% of those accepted must be instate…

Ranking means a lot for out of state students. How would you say you stack up in comparison to the rest of your graduating class? Typically, out of state students fall between Top 1%-Top 5%. Many students who graduated in the Top 10 students of their class; top 10 not 10th percentile.
