Chance Me Please for UCs

Can anyone help me by telling my chances at: UCLA, UCB, UCSB & UCSD:
My ACT score is 30
I have given SAT II in history & Math - last wek. Waiting for results
My UC GPA is 4.23
Cumulative GPA since 8th grade is 4.13
Class Rank is 11/700
I have got only one B since 8th grade.
Has taken AP history = 4; AP US History = 4; AP English = 5
I have taken leadership classes in high school.
Done volunteer work in local hospital.
Has Black Belt in Karate.
I am a local California resident living in Southern alifornia. In May my school sent me a letter telling that I am a potential candidate for ELC (top 4%) & would be sending my transcript to UCs.
I want to apply for Biology major.
Anything can I do to improve my chances?
Would appreciate any feedback

Good ACT score, strong GPA and rank, weak ECs. Do you have any awards/honors?

Berkeley/UCLA: slight reach - a reach (depending on your essays)
UCSD: safe match - safety (ELC)
UCSB: safety

ECs (and to an extent, leadership in them) are important. Have you thought of becoming more involved, ideally in biology? That's the one thing holding you back, mostly at the top two UCs.

I believe that the UC system gives greater weight to one's GPA than to one's SATs; if this is true you have a strong chance of gaining admission to all of your targeted schools.

Thanks both of you for your input.

UC Berkeley: Match to Slight Reach (like kyledavid80 said--it depends on your essay; I think it also depends on the major you apply for)
UCLA: Match
UCSD: Safe match
UCSB: Safety

If you are ELC, then you are at least a 50-50 for all schools. Like the others said, the ECs are you weak point.

Thanks.
I have some ECs like:
Chairman of leader ship club in high school for last four years
Black Belt in Karate, still practicing that. Has got President award.
Has taken Dance classes
Volunteer work in local hospital
Volunteer work helping people in hospital overseas & out of state in USA for 4 summer vacations.
Appointed member of school chapter of National Honor Society.

Would this do?
I am planning to be biology or chemistry major.

Yes, those are all ECs. So you'd have a better shot at the top UCs.
