University of North Carolina Chapel Hill (Out of state)
UT Austin (Out of state)

Also, if anyone knows good Syracuse and Binghamton are for pre med please let me know!

As someone looking extensively at Chapel Hill for admission, I would say you have a great shot at getting into UNC. Your test scores and GPA set you up to be competitive, and the volunteer hours at an ongoing clinic help a ton. Religion is also very important to me, although I am not Muslim. I would not be afraid to highlight that on applications, as that is an issue I am currently dealing with. Say what is important to you. Hope this helps at least a little, and I wish you the best of luck!

First, have your checked the NPC for all those schools, particularly the OOS public colleges? Your list is a bit long.
Second, OOS or in state only matter to public colleges unless a private schools want to protect yield rate which is not likely.
Third, OOS applicatns for public colleges would require higher stat and have lower admission chance. For instance, vast majority of the admitted students at UT Austin are by automatic admission that you are not eligible to. The admission stat has little meaning to you. It is a reach for any OOS students. UNC is a need met school and the OOS admission rate is 15%. Most applicants have the kind of stat that you have, if not better.
