I’m an oos international student.
GPA: 3.68 (UW)
ACT: 29 retaking it, aiming a 30 or above.
Good essays I believe and for the supplemental essay, I wrote about how the environment I grew up in gives me a sense of security and how I’m going to use that to influence the society and school.

Since my GPA is kind of at the lower end and my ACT is not too competitive, I don’t really know what my chances are.

You’ll have a better chance if you can get you ACT score at 30 or higher. The unweighted GPA is about right. It will also depend on how rigorous are your courses (the more AP’s and Honors, the better).
