Chance me take 2

Ok, so I forgot A TON of information from the last time I tried this so let’s see if I can cover everything.
I am a white, Jewish, middle-class male in California. I am a junior in HS. I do not qualify for financial aid and I don’t really have a budget figured out (people have asked if I have a budget so I’m just putting that down)

32 ACT (can’t superscore yet. Taken once)
I’m in the IB Diploma Program (4 HL 2 SL)
I go to a regular public school that’s thankfully not competitive except once you get above the top 20% of the class
Top 10% of the class of 550 (only says decile 1 on my transcript. I may be exactly 10% or 8 or 7%)
4.33 GPA and 3.8 cumulative unweighted
Some ideas I have for my major are biology, business, finance, or economics (or somehow find a way to incorporate 2 or 3 together :)) but for the most part, I’m undecided.

Extracurriculars:
VP of Marketing of local DECA Chapter
200+ volunteer hours at the local temple.
Youth group treasurer (raised over $2,000 for the youth group in my 2 years of service. I should be president next year)
Chairman of youth and teen education on temple’s executive board
Founder/ lead presenter of financial literacy organization at my temple. Hope to expand to schools soon.
Varsity Water Polo
Sophomore year I did the biotech program at my school and loved it. I did a ton of camps and classes over the summer at a local community college, but there’s nothing after, so I’m searching for an internship at the local lab.
I work at a winery

I haven’t won any major awards, but I have a crap ton of certificates and certificates of recognition (I don’t know if they have any value)

Some schools I have in mind are: University of Arizona, UDubb, American, UCSB, UCLA, UCSD, Boston University, Rutgers, IU Bloomington

My Reach schools (idk if I even have a chance at some of these) Emory, Rice, Stanford (legacy), Brown, NYU, UMich (legacy) and Northeastern.

Are my reaches achievable? What schools do I qualify for? Just want some unbiased opinions on my chances.

Your stats are good for NYU, UMich, and all your safeties except for UCLA. For Stanford, Brown and all the others, there isn’t really a “wow” factor about your application. Even though you are a legacy for Stanford, unless your family donates large sums of money it won’t really help. For schools like Stanford, there are students with similar and even higher stats than you with greater hooks. To increase your chances, include more leadership positions. Since you’re only a junior, take the ACT again for a higher score. Stanford looks for students that are unique, and are going to be pioneers in their field. Show that you will break glass ceilings.
