(3.83 freshman year, 3.67 sophomore year, 3.92 junior year)
weighted: 4.45
ACT: 31
EC’s/other interests: 3 years of marching band, I have been playing piano for 8 years, 110 volunteer hours, and started learning guitar recently.

I think that you have a decent chance at being admitted to UIUC. Your ACT scores are at the top end of the middle 50% (probably around 70%) and your unweighted gpa is almost identical to the average at UIUC (your 3.82 vs the average of 3.83) Where I start to get concerned is your extracurriculars. 3 years of marching band is alright, but did you hold a leadership position or change the marching band in a positive way? With your volunteer hours, most applicants will have similar volunteer hours so that will not stand out. 8 years of piano is good, but do you have any awards or special experiences to share on your application? Finally, was there something that caused you to only have a 3.67 UW gpa in your Sophomore year? These are some of the things that you should be thinking about when you are filling out your application. If you apply early action, I think that you will probably get in because you live in Illinois. I also saw your post about U-Washington Seattle. Given your stats and ECs, it will be a realistic reach school for you. The non-resident average ACT range is 30-34, and the UW gpa range is 3.75-3.92.
