What are my chances?

Btw, "SUNY" classes are college level classes. I wasn't able to take AP Spanish because it isn't offered to non-natives their Junior Year at my school.

Not really about chances, but skip the SAT 2 in math 1, and just take math 2 this year. Math 2 has a much more forgiving curve, and it’s 100% Pre-calc. You would have to go back and review if you’re taking calculus next year because Math 2 has a heavy focus on pure trig and polar functions, which calculus covers later.

Are you good enough to get recruited for track?

There are too many kids around here that believe if you are URM, you can walk into an Ivy and that is just not true. You need solid academics, reasonably good scores (above 2150 at least) and some stellar ECs and achievements. Looking at your resume, it is very hard to predict whether you are good enough for Penn (I don’t see that in academics/rank at this point which can be overcome by high test scores).

I don’t know much about cheerleading to understand if your honor is a big deal or not and whether it gets kids admitted to top colleges.

Chancing without an SAT score is pointless. I’ve seen valedictorians with 1800s and kids ranked in the top 30% with 2350s on CC. Regardless, you just about need to be in the top 10% for Penn. 96% of Penn’s students were in the top 10% of their class in high school, the other 4% is full of recruited athletes and other students with major hooks. I won’t go into anything subjective, but that is how your objectives stand.
