That major is extremely impacted so with your GPA and stats, As an OOS, I don’t think your EI will get you into Fullerton.
CSU’s admit by Eligibility index and major. (CSU GPA x800) + (SAT Math+CR) or (CSU GPA x200) + (ACT comp x 10)
Your EI is 3686 SAT and 864 for ACT. Both of these EI’s are on the low side for CSU Fullerton especially since the campus as a whole is impacted. I would definitely apply, just make sure you have some solid Match and Safety schools on your list. If possible, I would retake either the ACT or SAT before the January deadline.
