Chances for an international transfer student, Penn State

Hello, I am a current undergraduate student from Germany and I already applied for transferring to Penn State in Spring 2014. (intended major: Communication Arts and sciences, Liebral arts college, university park)

I really put so much energy and time in my application and it is my highest desire to get accepted at Penn State, but right now I can only wait for the decision. But I hope some of you can tell me at least what they think about my chances and maybe reducing my worries ;) Also, I am really not used to the american application system, in Germany universities only care about the overall average grade, no letter of recommendations or motivations, no personal statement, or sth like that will be considered. So, honestly, I have absolutey no idea how are my chances and so I really hope you can help me.
So, here are a few facts about me:

Female, 23 years old
Right now I am a musicology major, so I would change my major in case of acceptance. Of course I submitted a letter of motivation, to explain my intention about changing the major to communication arts and sciences.
Also, I already hat contact to one of the advisors of my desired major and he is willing to support me.
Right now I have a german overal average of 1,66 (1,0 is the best in germany and 6,0 the worst) I think there is not just one way to translate it to a gpa, but it would be something like 3,4 - 3,6 in the american system.
Also, I was an exchange student for one semester at the Dickinson College in PA. There I had a GPA of 4,0

I do not need to submit sat scores, since I already completed many classes, but I had to do the toefl scores, were I had a score of 106. (a score of 80 was required as the minimun by Penn State)

My activities/Organizations:
Multi-organizational board: organizing events, such as concerts, spring fest, ...
Dog house: Socializing dogs and preparing them to work with people who have dissabilities
German Club

Also, I am participating at the Study Buddy program in my German university, where I will be a contact person for an american student, who is coming to my University as an exchange student. I will help her with any kind of problems, language-learning, orientation, cultural stuff.

During my past I had student jobs just as working in the movie theatre, working as a dancer and artists at my hometowns theater, working at clothing stores, and also I am working for an agency as a hostess. There have been booked several time for different exhibitions to organize fairs, being in charge of service, being a contact person for customers and employees, product presentation, ...

So, as I said I have applied for the major communication arts and sciences (liberal arts college) and for the university park.

I would be really happy if you can tell me my chances to get accepted at Penn State! Thank you!!!

The key question is: do you have the $50,000/year it’d take?
Outside of this issue, your TOEFL score, your Dickinson GPA (a very respected college and very well-known at Penn state), and your German GPA would be good enough for Main Campus and you’d get in. With a 4.0/1.6 (which really is closer to a 3.7 in the US AFAIK) in fact if you took the SAT or the ACT and scored well, you could get into Shreyer, which is a much better experience. Since I suppose you won’t translate many Musicology courses for a Communication degree, will you be a Sophomore or a Junior?

@MYOS1634: thank you for your answer and it is really an answer I appreciate
In regard to the 50.000 each year, I have a lot of savings and my parents are going to support me. Right now, I am not sure how many credits they will evaluate as sufficient. In case of acceptance, they will mail me an evaluation of my classes and then I can say if I’ll be a sophomore or a junior. In the latter case I would be able to pay everything without extra help. In the other case, I would apply for a german loan, which is pretty likely that I will get it. So the money isn’t my biggest problem.

As I said, I didn’t took the SAT or ACT, since those test are not required in Germany and also not required for me as a transfer student. I only need to fulfill the english requirements, which I can prove with my toefl score.

What exactly is Shreyer? And do I have to apply for it or is a general transfer application enough to be considered? Or does this not matter to me, since I have no SAT or ACT scores?
