Chances for UCs, USC, UChicago, UPenn?

Just a bit of background, I don't know if you guys need this or not but I go to a private school in Los Angeles, with just over 40 kids in my class. We don't have too many choices for AP or honors courses, or for regular courses for that matter.

Let me begin with my SAT scores:
SAT: 2050 - 660 CR, 690 M, 700 W (I'm considering retaking in October because I know I can get at least a 750 on Math)
SAT II: Biology M - 680, USH - 730

Grades
- My UC GPA is a 4.05
Freshman year was hell for me. My grades definitely were affected. Also, because we have such a small school we weren't offered any AP or Honors classes - I could only take the standard 5 general studies courses: English, World history, Geometry (I got a C+ first semester, does that matter?), Integrated Science, and Spanish.
First Semester: 3.7 GPA
Second Semester: 3.75 GPA
I also took a class at a community college over the summer and got an A.

Sophomore year I took AP Euro, Honors Algebra II (Another C+ first semester is that an issue?), English, Honors Biology, and regular spanish first semester, second semester I transferred to Honors Spanish I.
First Semester GPA: 4.0 (Weighted)
Second Semester GPA: 4.2 (Weighted)
AP Euro: 3

Junior year was hell as usual. I took Precalc, AP US History, English, Honors Chemistry, and Fine Art. I also took this Independent Study course called STEM Science that was graded P/F.
First Semester GPA: 4.0
Second Semester GPA: 4.2
AP USH: Expected 4 or 5

Extracurriculars
Freshman year there wasn't much going on.

I started a side business designing business cards - made some for family members, friends, and some doctors that work with my mom at a local hospital. Made around $400 over 3 years.

Sophomore year
STEM Club - Founder and Chair. I asked medical professionals to come speak to us and organized science experiments for anyone to participate after school.
Persian Club - Founder and Chair. I hired a teacher to teach a couple of students Farsi after school.
Tech Team - Member. Every student and teacher has a laptop at school and we would go help out kids or teachers with malfunctioning laptops or to answer any questions they had.
I also volunteered 45 hours at a local hospital during the summer between 10th and 11th grade.

Junior year
STEM Club - Chair. Because of its popularity, I managed to make the course available as a Pass/Fail class for anyone who was willing to read a real, published research paper and present the paper as if it were they were at a symposium in front of fellow STEM students and science teachers. I also managed to bring in more medical professionals and still do biology experiments.
Robotics Club - Member. Built a robot. That's all.
FBLA/Business Club - Member and Chief Technology Officer. Modeled after STEM club, business professionals came and spoke to us.
Newspaper: I had been a newspaper writer sophomore year, but this year on top of being a writer I also became designer and completely designed the paper from scratch.
Interdisciplinary Journal: Because of my insanely popular design with the newspaper I was hired to make an interdisciplinary journal for the school and design it also from scratch.
Radio/Podcast/Broadcasting Club: I edited a talk show a couple of students and I had weekly. Pretty popular around school too.
At the hospital I volunteered at I volunteered for another 40 hours and was elected to be on a sort of Student Council and mentorship program for incoming volunteers. I also design their newsletter.
Good ol' tech team.

Senior year I plan on doing many of the same extracurriculars and start an ACADEC team and videography and design clubs.

So, there's my high school career in roughly 600 words. Thanks for the help guys. Really appreciate it.
