Chances for UT Austin (Engineering or Science) and UCLA?

SAT Math-800 Reading-600 Writing-720 (Total: 1600 and 2120);
I am retaking the SAT in October. Hope I can rise my score to 1700 and 2200;
SAT Subject Math II-790 Chem-770 W.History-780;
ACT Math-36 Science-34 Reading-24 English-28 (Composite: 31); I am probably not gonna use the ACT.
5’s in AP Bio and Chem; currently taking AP CS, Physics C Mechanics, and E&M. I am also currently taking Calc BC and AP Stats.
I am in private school so we don’t have rankings (I am not in automatic admission list, either.) My weighted GPA is 4.16 and 3.97 unweighted.

I am a International student (Asian) in Texas high school for four years. I can go to Texas public universities paying in-state tuition, but I am not sure which application pool I am in.

I am really passionate in science, especially CS and linguistics (syntax & computational ling.) I am thinking about majoring in CS/CE and minoring in linguistics. I have already started to study phonology and syntax on my own. One of my essays is also about linguistics.

For UT Austin, I put Cockrell as first choice and CNS as second in my application for now. Which college is harder to get in? (Or, how much harder is it to get into Cockrell than to get into CNS?) Will putting Cockrell as the first choice reduce my chance of admission to CNS? If so, I will put CNS as my first choice.

For UCLA, I want to apply to the combined linguistics and CS major.

I am also applying to Stanford’s Linguistics or CS + Linguistics major. I know my chance is little but I’ll try anyways.
