Of all the reasons to avoid Texas, the drug trafficking issues don’t even make the top 10.
Mothers worry- it’s what we do- and mothers have preferences! - but mothers also understand reality. For you to go to university in the US you have to find a university that 1) will offer you a place and 2) that you can afford. That gives you very few choices.
Your job now is to apply to a range of colleges that you can afford. Put some dream schools in - but also put in for every place that it is realistic for you to attend. Once you have acceptance letters from colleges that you can afford, then you can argue whether Alabama or Texas or New York or California is best for you. For now, it’s all hypothetical.
