I'm an incoming freshman and I'm looking to possibly change my major from Biological Sciences to Neuroscience (not 100% sure but I'm thinking strongly about it). I read in the Catalogue that we have to complete a form and have it signed by an adviser. I'm attending orientation next week, so should I talk to the advisers first and then change majors when I start in the fall, or should I change majors at orientation?

IMO, you should change at orientation so that you can be properly advised.
