I agree with @mommdc . As a non-resident of CA, how would he pay to attend UCLA? The school doesn’t give need based aid to non-residents…and he is not a resident of CA for UCLA instate tuition purposes.
He is an OOS student for tuition purposes at UCLA…and OOS students at UCLA do not get need based aid. Not one dime.
Where do his parents live? If they don’t live in CA, he is not a resident of CA for UCLA tuition purposes. The info about that was posted upstream…and you agreed with it…noting “you are right”.

ETA…as a U.S. citizen, your son can get the Pell Grant (maximum $6095) and the Direct Loan (sounds like he would be a junior…so $7500). Those will not cover the $65,000 costs for an out of state for tuition purposes student to attend UCLA.
