<p>There is no such thing as "best". But Cornell has a well regarded Creative Writing program.</p>
<p>I am not certain, but I believe that USC (Southern CAL) & UCLA satisfy your criteria. Northwestern University is probably the most dominant group of screenwriters in Los Angeles, but the undergraduate "business" program is really the study of economics with optional, but highly competitive, certificate programs from (the graduate business school) Northwestern's Kellogg School of Business.</p>
<p>Twirlonwater, much as I love Oberlin :), it's probably a bad choice for the OP - doesn't have a business program.</p>
<p>Go to Penn, major in Cinema Studies, make the Kelly Writers House your home, and take some Wharton classes. Bam.</p>
