Civil Engineering concentrations -demand/ salary/ trump's infrastructure spending plan

I am currently a first year studying civil engineering. soon, I’ll be deciding on my concentration. From an economic/market standpoint, what concentration do you think will have the highest demand and salary in the near future.
The concentrations provided at my school are geotechnical, water resources, structural, and tranportation.

I don’t think demand varies too much among concentrations, except I haven’t come across many water resources jobs. Then again, I’m in a very urban area.

Also, do not ever base your academic and professional choices on political campaign promises.
