I live in New York (around Utica) and it is almost always cloudy here due to the formation of cloud's over the Great Lakes blowing across the state. I would suggest looking at colleges anywhere from Buffalo to Albany. If I'm not mistaken, my science teacher's always say how upstate New York is covered by clouds 70 to 80 percent of the year.

I too live in NY. And like odonnellx27 said, Upstate and central NY are great places for cold year round weather. NY all around has long, cold, harsh winters and very short summers.

No better place than Minnesota! Long winters (cold), short summers. UMN Twin Cities, Carleton, and Macalester are your best bets.

anythign in Ohio. And there a lot of great schools in Ohio.

Colgate, Hamilton, U Rochester and the Maine schools (Bowdoin, Bates, Colby).
