CollegeBoard is trolling me?

<p>I received a packet from College Board about two weeks ago that had 8 fee waivers for college applications that stated that they could be used for the Common App. Sweet, right? </p>

<p>...Well, I went to my GC and told her about them and she phoned CollegeBoard and told me that they said that the fee waivers were given to me because of my "Exemplar performance on College Board examinations" which is really vague but I guess a 2000+ SAT and a few 5's on your AP exams is really impressive to CB, idk. But anyways, the representative from College Board told me that I could only use them for institutional applications, so I'd have to apply to all of my schools specifically/individually, which is honestly such a pain.</p>

<p>I then tweeted College Board today about it and was told that I had to be "low income" to use them. The person who was on the phone with my GC said that income was not a factor, only academic achievement. </p>

<p>I have two questions:
First of all, how do I get a straight answer from our dear friends at the College Board</p>

<p>AND</p>

<p>Did anyone else receive fee waivers in a package labeled "Realize Your College Potential."</p>
