Colleges/Universities in Cali (or not) that offer full tuition/full scholarships?

...or at least more than half of cost of attendance?

I don't participate in athletics, but I have a 1300+ V&M SAT score (1940+ combined) currently (am working towards a 1400+, 2100+)and a 3.87 UW GPA as of now (4.40 W, 4.19 UC). I won't be the valedictorian or salutatorian, either. I have one leadership position in a community service club and another as an ambassador for my school, am thinking of majoring in STEM, and am a Middle Eastern (Caucasian) female. I have not made a big impact in my community, but I do graphic design and even won an international logo design contest.

A lot of schools (especially ones not in CA) offer grants or scholarships for my academic criteria, but they don't cover much of the total cost of attendance. My family makes a little less than $60k a year, so I don't think I can get as much need-based aid as I need, compared to plenty of other families with much lower incomes. I am looking for large scholarships that mainly have to do with academics that are guaranteed. Thanks for any tips, suggestions, and advice!

P.S. California is preferred (specifically Northern California), but I may consider OOS publics and privates if the college is reputable and offers great aid. If I wasn't considering aid, I would be looking at UC Berkeley (high match), USC, UCLA, and UC Davis as matches (Cornell, Georgetown, Stanford, Carnegie Mellon, U Chi, U Penn, UVA as reaches). I know my reaches have 100% need met, but since I'm middle class, I can't expect great aid (or acceptance).

Thanks again!

If you choose a UC campus, you may be a candidate for the Blue and Gold Opportunity Plan.

[University of California - Blue + Gold Opportunity Plan](http://www.universityofcalifornia.edu/admissions/paying-for-uc/financial-aid/grants/blue-gold/index.html)

If you raise your scores a lot, you might get a scholarship to USC.

USD gives merit scholarships for high stats.

If you get a 1400+, there will be more schools outside of Calif that will give you merit.

With so many high stats kids in Calif, getting large merit is getting harder.
