I don’t know about internationals in particular, but College of the Atlantic is SAT/ACT optional, and Sarah Lawrence College doesn’t want the SAT/ACT at all.

Here is a full list: http://www.fairtest.org/university/optional

Beware, though, this does include for-profit online universities. Disregard these. Also, this may not include any that waive the requirement just for international students.

Middlebury is a premiere liberal arts college that both does not require the SATs and loves internationals.

For American University, SAT optional for internationals, you are right. For Middlebury they want SAT or ACT or 3 SAT IIs.

MIT allows international applicants to submit the TOEFL in lieu of the SAT.

Does Purdue REALLY not require the SAT for intl. Applicants?! =/

Bowdoin is SAT-optional, but I’m not sure if this applies to international admissions as well.

Pitzer College is SAT optional.
