Common Application asks only for the decile rank (not percentile)?

When I gave the Common Application secondary school report form to my counselor, he told me to fill out some parts for him (probably because he doesn't know how to fill it out) Since I'm no guidance counselor, I'm stuck on some questions...

My school doesn't usually give precise class ranks because the graduating classes are always small (5~10 students), but, this year, it's extremely obvious who's in first place (only one "A" student in class). So I decided to put the exact class rank, but then I read somewhere that students attending small schools should give decile/percentile ranks instead of exact class ranks.

So here are my questions concerning the Common Application S. Report form:
1st q:
For the section: "If a precise rank is not available, please indicate rank to the nearest tenth from the top ___," Is it okay to put a percentile rank instead of a decile rank (for instance, 1% or 5% instead of 10% or 20%) If yes, skip the second question.

2nd q:
If that section is specifically asking for a decile rank (not percentile rank), then is an exact class rank (from 8 students) a much better indication of my stand if I am the guy in first place??

And, my counselor is of no help on this matter (arggh...he is making me waste my time writing something that I shouldn't even worry about)

Anyone who's truly familiar with this, please help me! (at least the first question)
