<p>I don’t know the specifics about stipends. Brief research indicates that stipends for grad students who are TAs or RAs are taxable but not subject to FICA when paid by a college. I don’t know about stipends paid by a 3rd party. I think the distinction may be that if the stipend doesn’t require you to provide a service, e.g. teaching or research, it’s just considered a scholarship. If it does require a service then it could be wages. In addition to contacting the university and the organization, you probably should also contact the IRS, either call or I think you can email, though an answer may take a few weeks. You’d have something in writing with an email and not being tax season it may not take that long. Just be thorough in the explanation of your situation.</p>
<p>If this is UPenn or another college in Philadelphia, I did notice that Philly has a wage tax. You may want to check out the city website of your college to see if there is an applicable city income/wage tax.</p>
