Cornell - IRL ED Chance me please?

So I have wanted to go to Cornell for a long time, and it is for sure my top choice school so I want to apply ED. I am looking to apply to the ILR school as it best fits my interest in public service and the program has everything I am looking for, and I want to go to law school down the line as well. I am from a public school in Ohio (not very well known at all). I also am a sax player. (I enjoy playing music)
ECs:
Band (4 years)/All-Ohio State fair band for a year as well (honors band)/Solos etc
Class Pres (4 Years)
NHS (Junior/Senior Year and we actually do things)
Quiz Team
Helped establish and attend Youth-In-Government (Junior/Senior)
Lots of Community Service with Boy Scouts (100ish hours)
Mentored under my state rep. for a mentorship program in my county
Very active in my theater department for all four years

GPA: 3.9 UW (4.1)
The problem I see is that I am stuck at a 27 ACT. And I am wondering if that is going to automatically keep me from my chance at attending the ILR program. Any thoughts? I appreciate it in advance.

Cornell ED - Extreme Reach unless you can bring that ACT score up.
It may not be the best ivy, but it is still an ivy and a 27 ACT isn’t gonna cut it.
