Could I get merit aid for out-of-state admission?

Hi, I'm an African American female and rising senior in high school and I'm thinking of applying to UPitt this fall. I know the cost of attendance will be somewhere around $41,000, since I'm out-of-state, but I was wondering what chances I have to get some kind of merit aid.

My Stats:
Unweighted GPA: 3.68
Weighted GPA: 4.01
5 APs
My school doesn't rank, but I think I'm in the top 10% of about 700 students
SAT: 2130; 2140 superscore
Breakdown of highest scores:
Math: 700
CR: 710
Writing: 730
PSAT: 228
National Merit Semifinalist/Finalist (my friend says it's not that hard to get to finalist status once you're a SF)
National Achievement Scholar

I'm going to retake the SATs for a third time this fall and aim for at least 2250+, but I don't intend to take the ACT. I'm taking the Math II, English Literature, and possibly Biology or Physics SAT IIs this fall, as well. I know my GPAs suck, but my school is very highly ranked in the state; out of a 5, the valedictorian and salutatorian of the class of '14 had around 4.565 weighted GPAs, and they're both going to MIT this fall.

Any input on this would be much appreciated.

As a black NMSF, can can realistically aim a helluva lot higher than Pitt.

Pitt has an easy app, rolling admissions, if you get it in early (Oct) you may have a good offer in hand while you sift through all the other great options you will have (to GMT’s pt) later on.

Being an African American Female from out of state already helps you a LOT. Your great GPA and SAT scores make you automatically UHC eligible (a big plus). I would apply early with a full application (LoRs, essay, resume of activities).

Out of curiosity, what program would you apply into and what state are you from? Both of these factor into the likelihood of you getting money (but honestly, I think you have a great shot at half-tuition, at least)
