<p>I eliminated the answers down to A and E. But the answers are so similiar to each other its hard to determine which one is right. I put A at first but then I changed it to E since it explicitaly states to "draw up new plans" in the passage. What I am thinking wrong?</p>

<p>The passage refers to the building being “unique and a work of art” at the end of paragraph 1 and how he doesn’t want the building to be a “bunker-type structure” which is the “conventional wisdom”.</p>

<p>This refers to the aesthetics of the building indicating A rather than the E which refers more to the non-aesthetic aspects of the building’s architecture.</p>
