Would someone please comment on the veracity of the answer to following practice question:

Of course, Johnson had little to do with full civil rights for African Americans, but to my knowledge he also did not have much to do with answer choice B. “the removal of Union troops of occupation from the South” since that did not happen until the compromise of 1877 when Rutherford B. Hayes was elected, much after Johnson’s time. Thanks.
