Crowdsourced ideas

Hey, beginning my own search and I thought I might ask here for some advice since some of these things are a little hard to search for. I’m not exactly sure what info is relevant, but I have a 33 ACT, took pretty much entirely honors or AP classes and finished with A’s. My school does GPA strangely, but I believe my unweighted is somewhere around 3.9 but frankly I’m not entirely sure how the system works.

Firstly, here’s stuff that I consider pretty important:
Offers computer science major
Good merit scholarships (see 1)
Transfer friendly (see 2)

Here’s some stuff I’d really like to have:
Relatively warm and rainy location (3)
Reliable, decent internet in dorms (I play competitive video games, you may now laugh at me)
Opportunity to continue studying French, maybe even study abroad
Decent amount of student body lives on campus, at least at first

(1) Financial Situation
I am in a sort-of strange position here where my household’s income is pretty significant but we have very little in savings. Consequently, I do not receive much in aid and this puts a great deal of schools outside of reasonable cost bounds. For that reason, I am interested particularly in schools that are willing to give sizable scholarships on academic merit.

(2) Transfer
Due to personal circumstances, I might end up having to stay in my area and attend either CC or a local university. I admit I know nothing about transfer procedures or protocols between schools, but in the event this winds up being a necessity I’d appreciate knowing what options I have.

(3) Weather
I really dislike the cold (I am from Illinois, so it’s not the coldest here but I personally find fall unpleasant and winter absolutely intolerable) and have always really enjoyed the rain. I know a lot of people get put off by the rain, but if there happens to be somewhere I can go that gets a lot of precipitation and is warm enough to frequently enjoy it - well, that sounds like heaven to me.

Some good options for merit aid are the public Us in Alabama. Google merit aid at UA, UAH, UAB and see what the current requirements are. Transfers get little aid so you may be better off going for the large merit as a freshman than starting at a CC.
