Your EI calculates out to a 4078. An EI of 4200+ is competitive. If you can retake your SAT and bump up your score to 1300, then your chances are much better. SDSU does not publish EI scores by major, only acceptance rates. You will be compared to all EE applicants and they accept from the top down. Acceptance rates fir 2017 are not available yet but for 2017, it was 45%. This past year was highly competitive so the acceptance rates probably dropped and EI’s increased.

SDSU no longer gives local preference unless you are involved in the Engineering Compact (ending this admissions cycle) or the Compact for Success programs.
Definitely worth an application but no guarantees. Do you plan to retake your SAT? Your GPA is average but your SAT score especially Math will need to be higher for a better chance.
SDSU ranks applicants by EI and major and admits from the top down so depending upon your competition this admissions cycle, you may or may not have a chance.

San Marcos State
San Marcos would be a good safety, but I would a few more Cal states to your list unless you plan to commute.

If you are happy to attend San Marcos if SDSU does not come through, then you are set.
Got 1260 on my new sat
That makes your EI more competitive but definitely not a guarantee. Apply to several schools and see where you are accepted. If you look at the averages for the new in-coming Freshman class, your GPA is below the average but SAT is on target.
Average high school GPA: 3.93
Average SAT score: 1264
Average ACT score: 27
