Is Enginnering CS harder or are they relatively the same?
The engineering based CS major may require more science courses and is more likely to have ABET accreditation. But check each program to be sure.
ABET accreditation per se is mostly relevant for the patent exam.
You can probably get an equivalent education in either by judicious choice of your elective classes.
Note that the non-engineering-based CS majors may be preferable if you do not want to take the additional science courses, or want more schedule space for courses in some other subject(s). Of course, you would still want to take a good selection of CS courses either way (so make sure that enough CS courses of interest are offered).

At one university I closely examined (UC Davis), the engineering school allowed Engineering: computer science students access to engineering courses but did not allow that to non-engineering computer science students (which could be an issue for someone who wants to do hardware somewhat).
