I'm an international student who has resided in the U.S. for quite a while, and so obviously, I'm looking at mostly private schools. But the thing is that a lot of top ranked engineering programs are public schools. These are the public ones that I have in mind:

University of Illinois - Urbana
University of Mich
Purdue
UT-Austin (gonna crush OSU in the Fiesta bowl btw)
Wisconsin - Madison
Minnesota - Twin Cities.
Virginia Tech

I'm looking mainly towards mechanical e and chem e.

just for the heck of it, here are the private schools that I'm thinking about:

MIT
Stan
cornell
northwestern
columbia
penn

idk about johns hopkins. I heard that its biology is pretty strong.

brief stats:
gpa uw-3.8
act-29
ecs - plenty of science, math and sports
course load - the toughest possible pretty much; bunch of APs and college courses

Also, when it comes to information like this, the best thing to do is go directly to the college websites. People can be wrong and policies can change. It would take an hour tops to look at the dozen or so school websites you've listed and find out the answers from the source.
