Do i have a chance at the honors program at University of Maryland Baltimore County?

i am a high school senior and have a G.P.A of 3.50 currently, should go up. I have taken honor classes throughout high school since 10th grade and on. I have over 6 math credits, maryland only requires four plus they would like you to take more than 4 math credits. I am currently taking A.P. Calculus, A.P. Biology, A.P. English/lit and because of the space problem in my schedule, i have to take A.P. Psychology on the side but i will be taking the test. I have pretty low sat scores, 1300 out of 2400 and i am taking it again. I am in the top 10% of my class. The extraciricular's that i participate in are the science fair club in which hopefully we can win locally. I am in the National Honor Society and we do at least 5 hours of community service each month, so i it should to my 150 hours already. I also have volunteered at the school and public library, recieved community service hours for those. I have participated in the chemathon, a chemistry competition at University of Maryland in which me and 6 others represented our high school in which it was the school's first time participating. I am the Vice President of the Interact/Rotary club, and will also recieve community service hours. I should have more than 400-500 hours of community sercice by the end of my senior year. I am volunteering at the Washington Hospital Center in the department of Radiology and that will also give me hundreds of hours. I also attended the student leadership training for students who are in office in any of the clubs. It will give every leader some sort of training to help them be a better leader. I am anticipating that i will have a great essay, i am working on it with my A.P lit/english teacher. I am a African American, coming from a family with average income that's not really high. Please give me your honest opinion on if i have a good chance of getting in. Also i am in state, which i heard also helps. My first choice is University of maryland college park and if i don't get in, i wonder if i can get into the honors program at UMBC.

with your current scores I don't think so- they have a pretty high cutoff for SAT (I think 1400 on combined Critical Reading/Math), but, based on your community service and grades, I think you really might have a chance- that is, depending on how much emphasis they put on grades vs. SAT
