I already sent my applications in, and filled out my scores for the SAT and ACT on the application (although haven't sent the actual scores for ACT) and since I did much better on the SAT in comparison to the ACT (1860 vs 22) I really don't want to send the ACT scores. But since the colleges I applied to already know I took them, would they be expecting the ACT scores and hold it against me if I don't sent it?

You only need to send them if the college actually requires that you send both all SAT and all ACT scores. Most that have an “all scores” rule do not require you to send ACT scores if you send all SAT scores and want to rely on the SAT scores, but I believe there may be a few that insist on your breaking the bank and pay for sending all scores from both tests.
