Do I need to take the ACT/SAT in order to transfer

I just received my confirmation email from them and it says

"Report your test scores
If you have applied as a sophomore transfer, you must request that official score reports for the ACT with Writing or SAT Reasoning Test be sent by the testing agencies to UC as soon as possible. If you have an official score report sent to one campus, it will be shared with each campus to which you have applied. Log in to your application to verify receipt of official test scores."

I remember that section of the application, I just skipped it, I didn't think CCC transfers needed, do they?

If you are transferring to a UC as a junior (you need to have at least 60 semester credits before transferring) then you do not need to.

Most of the campuses do not accept transfers who are not Junior level or they only accept them in certain majors.

If you are lower than a Junior transfer then you need to meet the requirements for freshman applicants so I think you will need SAT/ACT scores.
