<p>Permanent residents are eligible for federal financial aid. Check with your state of residence whether you qualify for state grants. (I am a permanent resident of the US but I cannot establish residence in the state I am living in; no state grants or in-state tuition for me.)</p>
<p>Depending on how long you have been living in the US, you might still need to submit TOEFL scores with your application. Check with the colleges you are applying to.</p>

<p>Living in another country means that you might not qualify for instate tuition annywhere. That usually is determined by where your parents live. However, some states will let you establish residence on your own if you move there, get a job, and pay for more than half of your expenses for a year. You have to be working, and can’t be in college for that year. This doesn’t make you independent for financial aid. It just gets you residence. And only some states let you do it.</p>

I wasn’t really thinking about in-state tuition though but more on the lines of when you apply for FA some universities have resources for Internationals and US citizen, permanents etc separate. I was wondering if I have a green card when I apply, would my app go into the international pool or the regular pool?</p>
<p>It really shocks me that in this day and age they have segregated pools. Can’t everybody just swim together?</p>
