Does placing at a competition count as a honor on the CommonApp?

^ Wasn’t sure if a honor was something like “RYLA” or “Book Award”. Could I put the places I got at a state science olympiad competition?

I think you should put it in the Activities section. Assuming it is an extracurricular, and you are listing your participation in the Science Olympiad there - indicate your successes in the details/description.
