The 93% in that category means that on average 93% of all students need is met. It does not mean that each student will have 93% of their need met. some may have 100% met, others 50% met etc. It would include federal loans.

I was reading that incorrectly.
And “need” is need as determined by BU, not FAFSA.
Does the NPC use the BU institutional methodology to calculate EFC?
I believe that the EFC BU uses is from the FAFSA, as my EFC for BU was the same as all my other schools as well as the FAFSA.
@gracerows No, BU is a CSS profile school. The FAFSA is irrelevant. Use the BU NPC for a somewhat accurate estimate.
