The title suffices!

I know that Stanford allows one. Anyone else know of other Ivy league/top-tier schools that do the same?

Yes, if applying with the Common Application then there is an option for you to upload an Arts Supplement. I wish you the best of luck with admissions! Hope to see you there next fall, contingent of my acceptance as well! Hopeful Penn class of '15!

I mailed one to them; idk what happened to it.

I remember searching UPenn arts supplement and finding nothing at all though… while all the other Ivys/top schools had a webpage with instructions on what to send/how to send/etc.

You sent in your Arts Supplement to Penn? I assure you that when you upload it to the Common App, they send it to whomever is reviewing your application. Speak with your regional director, usually he or she will be the one to make a decision.
